Our fellow Scottish Europeans are voting in a referendum for independence from the UK today. What effects will this referendum have on the rest of Europe? Good luck Mr. Tusk
The new president of the European council is "elected". Donald Tusk will take over from Herman Van Rompuy.
So what does this mean for the people of Europe?
Well, it would be impossible to be more invisible to the people then his predecessor.
